Job Description: 

The City of San Luis Obispo is offering a lump-sum signing incentive valued up to $5,000 and we will apply 50% service credit towards vacation accrual for completed public sector years of service. In addition, we are offering relocation assistance up to $5,000 for moving expenses to San Luis Obispo from 50 miles or more.

Job Summary:

Perform a variety of professional housing assignments including administration and expansion of the City’s housing programs, pro-actively seeking grants, low-interest loans, public-private housing partnerships and other types of affordable housing assistance, coordinating with public and private agencies, managing the Community Development Block Grant (CDBG) program, providing technical assistance, preparing federal environmental documents, monitoring grantee performance, and maintaining grant records.  Influence the City’s housing policies through outreach to the community and interaction with interest groups and the Council.

Class Characteristics:

This single-position classification is assigned a specific range of housing-related work that generally include difficult and complex projects with great latitude for initiative and independent judgment.

SUPERVISION: SUPERVISION RECEIVED AND EXERCISED:
Employees in this classification receive general supervision within a framework of standard policies and procedures.  Employees in this classification monitor and direct the work of technical, clerical, and professional planning personnel in the accomplishment of specific projects.

 

EXAMPLES OF DUTIES: EXAMPLE OF DUTIES AND RESPONSIBILITIES:

  • Implement programs that promote affordable housing which address a broad range of housing needs and income levels, including rehabilitation loans, development incentives, homebuyer assistance, renter assistance, group and senior housing, and related community development and zoning programs to assist housing initiatives.
  • Expand the range of housing assistance available by pro-actively seeking new grants, loans and other funding sources, and by establishing partnerships with private non-profits, lenders, housing consortia, community housing and development organizations, church groups and others.
  • Assist citizens, non-profits, advisory bodies, staff and others seeking CDBG, HOME or other grants for community-wide housing, the unhoused, and community development programs.
  • Negotiate and mediate sensitive issues within assigned programs.
  • Manage the City’s federal and state grant programs and maintain high quality customer services through expeditious application review, processing and reporting.
  • Monitor grantee performance to ensure effective use of grant funds and to ensure compliance with federal and state grant rules and fair housing requirements.
  • Develop and administer housing policies and programs and assist in development and financing of all forms of housing, including management of the City’s Affordable Housing Fund.
  • Monitor affordable rental and ownership housing to assure that it is being utilized consistent with the City’s housing programs and the conditions placed on the housing when approved.
  • Provide outreach, education, and information, and act as a liaison to the community for housing programs.
  • Serve as the City’s representative on the San Luis Obispo County Housing Trust Fund Loan Commission.
  • Serve as the City’s liaison to the Human Relation Commission (HRC) and oversee the HRC’s Grants-in-Aid program and related HRC initiatives.
  • Serve as the City’s liaison to the Homeless Services Oversight Counsel and Friends of 40 Prado group.
  • Oversee implementation of the City’s inclusionary Housing Ordinance, including, but not limited to, execution of restrictive covenants and other legal documents pertaining to grants, loans, and agreements.
  • Work with other local agencies to develop regional collaborations for affordable housing initiatives and production.
  • Performs related duties similar to the above in scope and function as required.

KNOWLEDGE AND ABILITIES:
Knowledge of:

  • Purposes, policies, and procedures of the City Council, Planning Commission, and other agencies concerned with public planning, community development, and the provision of housing.
  • Federal, state and local laws and regulations relating to planning, land use and housing.
  • Principles of the economics of housing finance and development.
  • Statistical and research methods as applied to the collection and tabulation of data affecting public planning.
  • Laws, ordinances, rules, and regulations affecting general plans, zoning, development, CDBG, environmental review, and land use, including but not limited to CEQA, NEPA, planning and zoning laws, and the Subdivision Map Act.
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups and various business, professional, regulatory and legislative organizations.
  • Techniques for providing a high level of customer service to public and City staff, in person, via email, and over the telephone.
  • Computer applications in land use planning and housing development.
  • Basic program management and supervisory techniques.

Ability to:

  • Advise, coordinate and work collaboratively with other staff on a project basis.
  • Make effective presentations to the City Council, commissions, community and business organizations and other stakeholders regarding these issues.
  • Deal tactfully, patiently, courteously, diplomatically and persuasively with the public.
  • Use sound independent judgment within general legal, policy and procedural guidelines.
  • Prioritize and coordinate the work of self and others in a deadline and project-oriented environment.
  • Prepare accurate and effective reports, policies, procedures and other written materials.
  • Maintain effective relationships with a wide range of community, business, and special interest groups.
  • Work occasional evening or off shift hours.
  • Work in a standard office setting, to use standard office equipment and to move between various office and meeting locations.
  • Lift and carry office materials weighing up to ten pounds.
  • Read printed materials and a computer screen.
  • Hear and speak to communicate in person, over the telephone and before groups.

 

TYPICAL QUALIFICATIONS: EDUCATION AND EXPERIENCE:
Equivalent to graduation from a four-year college or university with major coursework in planning or a closely related field:

Three years of professional planning/housing experience.
or 
An equivalent combination of education and experience (a maximum of six months as a Planning Intern for the City of San Luis Obispo may be counted towards the planning experience requirement – the six months shall be counted as actual work hours, not duration of the internship, i.e., six months at full time or 12 months at half-time.).
Possession of a graduate degree and experience in a public agency setting is desirable.POSSESSION AND MAINTENANCE OF:

  • A valid California class C driver’s license and a satisfactory driving record.
