FYI Regarding 2022 Annual CoC Program Consolidated Application: Reducing the Number of Homeless Individuals and Families

You may be aware that HUD increased the number of possible points from 1 point in 2021 to 10 points in 2022 for Reducing the Number of Homeless Individuals and Families, which is noted and described at the bottom of page 80 in the 2022 CoC Program NOFO. This increase in points contributes to an overall increase of points for 2C System Performance from 23 points in 2021 to 59 points in 2022.
You may also be aware that CoCs do not respond to Reducing the Number of Homeless Individuals and Families in the Consolidated Application. HUD scores this subsection by comparing the data that CoCs previously entered into their PITC in HDX by calculating the following
- Up to 2 of the 10 points for demonstrating a decrease of at least 5 percent in the number of sheltered homeless individuals and families in the 2022 PIT count compared to the 2021 PIT count as recorded in HDX, excluding emergency shelter beds added for a Presidentially declared disaster and recorded as such in HDX;
- Up to 5 of the 10 points for demonstrating a decrease of at least 5 percent in the number of unsheltered homeless individuals and families in the 2022 PIT compared to the 2021 PIT count (or most recent unsheltered PIT count submitted) as recorded in HDX; and
- Up to 3 of the 10 points for demonstrating a decrease of at least 5 percent in the combined number of sheltered and unsheltered homeless individuals and families in the 2022 PIT compared to the 2021 PIT count (or most recent PIT count submitted with both sheltered and unsheltered data) as recorded in HDX.
