HHAP Round 4 and Round 5 in Recently Approved California State Budget and Related Legislation
Details noted in the State FY 2022-23 budget and related legislation for these programs are provided below, which includes $1 billion for FY 2022-23 (Round 4) and $1 billion for FY 2023-24 (Round 5).
The recently approved California State Budget for FY 2022-23 includes
1 billion General Fund for HHAP, and $1 billion General Fund for 2023-24 for the program. HHAP is a source of funds for cities, counties, and continuums of care to create comprehensive plans to address their homelessness challenges in ways that best meet local needs.
The Housing and Homelessness Budget Summary states
Local governments are required to submit local homeless action plans to Cal-ICH as a condition of receiving funding through the Homeless Housing and Assistance Program. This $2 billion one-time General Fund, multi-year, flexible grant program is available to counties, large cities, and Continuums of Care. Cal-ICH will work with local grantees on their accountability plans so that local governments begin taking immediate steps towards implementation.
AB 178 Budget Act of 2022, which was approved by Governor June 30, 2022 and filed with Secretary of State June 30, 2022 states in Sec. 19. Item 0515-103-0001 that
The amount appropriated in this item ($1 billion) and any amount allocated to the California Interagency Council on Homelessness within the Business, Consumer Services, and Housing Agency shall be available for encumbrance or expenditure until June 30, 2027.
SB 154 Budget Act of 2022, which was approved by Governor June 27, 2022 and filed with Secretary of State June 27, 2022 also states in 0515-103-0001 that
Any amount allocated to the California Interagency Council on Homelessness within the Business, Consumer Services, and Housing Agency shall be available for encumbrance or expenditure until June 30, 2027.
