Question: Hi Friends! We are looking at our County’s Homeless team and structure and are looking at what positions other communities have to manage the CoC and other funding and programs to serve homeless people. We currently have two staff in Ventura County managing the CoC program, ESG funding and contracts and now CESH, HEAP, etc. Can you please tell me the # of staff, classifications (if available) dedicated to these functions in your community?

We currently have four positions who support the CoC Grant:
Administrative Services Manager
Planner
Program Review Specialist
0.25 FTE Accountant
Our Planner and Accountant are also staffing our ESG program. We are in the process of splitting off the ESG program from the CoC Program and moving the CoC Program to a different department. Once that is complete, we will have a full time Program Manager dedicated to the CoC Program and a part-time Planner dedicated to the ESG Program. We will also be increasing our accountant to a 1/2 time FTE. The Program Manager will have responsibility for HMIS as well and will get some support from IT staff but not a dedicated IT staff person.
We are considering adding additional staff to assist with CESH and HEAP, but the final decision has not yet been made on that.
In Pasadena we have 2.5 FTE and next year it will be 3.5 FTE.

We also have a full-time Homelessness Policy Fellow this year, funded by the United Way.

Tara, I’m sorry I forgot to respond. We have a total of 4 staff. We currently have a Homeless Programs Manager, a Housing Specialist II (State ESG), A Housing Specialist I (State ESG/federal CoC/local General Funded shelter programs), and we are recruiting for a Housing Data and Program Analyst (HMIS). The Homeless Programs also shares 1 FTE Administrative Office Professional (AOP) with the rest of the Housing and community Development Division programs (such as local Inclusionary Ordinance/In Lieu Fee Program; and HOME/CDBG). We plan to add 2 new grant funded positions when HEAP/CESH funding is available.
