Questions Regarding the Use of a Point-in-Time Mobile App for the 2019 Homeless Count and Survey

Dear SoCal CoC Leaders,

Some of you wanted to know which SoCal CoCs were using a point-in-time mobile app to complete the 2019 unsheltered count and survey. Please have an appropriate person from your CoC complete the brief survey and the results will be shared with all CoC leaders.

    Hello,

    The City of Long Beach has not made the decision to use a mobile application for the 2019 count. During the 2017 Count, Long Beach piloted the mobile application using the ESRI 1,2,3.

    The application is user friendly and can be customized to meet CoC needs. If CoC are planning to use the application, I recommend CoC start developing the survey as soon as possible. That’ll allow CoC’s to customize the data elements. During the count, the application can be used with or without internet connections. The feature allows for data collection in areas that doesn’t have WIFI availability. Once users get to an area with internet connection, users can upload the information. CoC can enable and disable application at CoC’s discretion, it’s a great feature to ensure data doesn’t get compromised.

    The City of Pasadena intends to use a mobile app for the 2019 unsheltered count and survey. We have done testing of ESRI’s Survey 1,2,3 app and developed the survey for testing on Survey Monkey as well. There is a possibility we will look at a third option. We have not yet made a final decision as to which platform we will use, although it is unlikely we will go with ESRI.

    I’d be curious to hear form those who have used ESRI what challenges they encountered with the app, if any.

    The Glendale CoC would be interested in using the Time Mobile App. Will LA County be using this App. for the 2019 Homeless Count?

    County of Orange will be using the ESRI Survey 1,2,3 phone application for the 2019 unsheltered homeless count. This process was used in March 2018 for a Count of the North Service Planning Area in the County, which is 13 Cities, with great results. The smaller scale experience will be expanded to cover the entire jurisdiction for the HUD Count process.

    Looking forward to hearing who else will be doing this, so we can share our experiences. We plan to use the application for year around street outreach mapping as well.
